Marta Andhov and Deividas Soloveicik looked into the relationship between initial tender and mini-competition from an EU perspective but particularly reflected on Lithuanian law. In contrast to a controversial recent judgment of the Lithuanian court, they argued that the two stages of the framework agreement process are interconnected and must be viewed as a unified part of the same procurement process in line with European legal doctrine.
